Why Less Targeted Abilities, But More Mobility Champs?

After a couple of games of trying out some tops besides the meta of Yasuo Riven Zed , I quickly realized what was already painfully obvious for many. Riot seems to be more concerned on someones chances to hit someone with something rather than when they do it. Meaning they'd rather a skill shot which possibly requires a clear line of vision which lacks any minions and the hope that that you'll hit it rather than targeted abilities which focus on when you can use them as they're relatively focused on range/situation/vision rather than the skill shot oriented positioning/range/vision (optional).

Skill shots wouldn't be that much of a problem if it wasn't for the large amount of overall mobile champs that currently trump them. It's more of a game of "is their dash down?" rather than a game of anticipation and strategy which relies on you knowing the relative positioning that your opponent will be at when that skill shot is fired. Jukes which involved the split-second reaction to dodge skill shots is now the simple dash of a Riven or a shadow of a Zed who can easily anticipate these moves.

It honestly might just be me on tilt, but with future reworks like Zilean's now skillshot Q and Veigars now skillshot Q and the neglect to the highly mobile champions, I don't see a future that includes positive change. Thoughts?
