Sell Runes

So, back when I was lvl 20, i purchased a lot of mid-range runes. Now, they do nothing for me. I think it would be cool to have a system in place to sell them for 1/2, or 1/4 of the value I purchased them at. It would be a cool system, and allow for people that are new to the game or leveling up an alternate account to be able to buy runes and get an advantage in game, but not have it hinder them in the long run by having less IP to spend on other runes or champions.
