New Jungle Spawn Timers

So I realize the preseason AMA was yesterday, but I didn't get to ask a question I didn't see asked. At any Rioter, what was the thought process behind the new respawn timers? I feel that with the new jungle a leash is even more important, and having the laners stick around long enough to leash puts them at a real disadvantage. Any thoughts?

This new spawn timer thing is the worst part of the new jungle, items were great, difficulty increase kinda dumb, new camp is meh, aside from the vision is adds, but new spawn time is MORONIC.
