Depends on the champ, and they can't just hit every crooked nail on the head with a nerf bat and hope to keep a competitive game competitive, you'd end up with just a bunch of bent nails in the end.

They typically try to buff other champs to kind of overshadow the OP ones or to make meta shifts so the OP champ isn't as OP even though they didn't change, which takes quite a long while to do properly.

But yeah I wish they would be more vocal about this shit to us, cause champs like Voli are broken as fuck and have ridiculous winrates across all elos, yet Riot hasn't said anything about them, OP or not, possible fixes, not gonna bother, etc!

And yeah the thing is it's a bad idea to just flat out nerf someone right away, look at Sejuani last season. She was broken as fuck with Cinderhulk, a must ban or the team without her losses basically! And what did Riot do? They straight up smashed her face in with the nerf bat, but also seeing how Cinderhulk was generally OP as well they also nerfed her main item! She spent the rest of the reason in trash tier cause of the reactionary nerfs.

So yeah OP champs are annoying as fuck, but flat nerfs right away aren't usually good ideas, no matter how much we want some cancerous pog champ to be annihilated by the nerf hammer...
