Our ADC afks 20 seconds in the game. Nothing said. Just a dc. Never comes back. DC'ed within the FIRST minute.
I do my best for 10 minutes, then throw on Mobility boots and run and try to get them to push.

Agreed. Ive had an unbelievable amount afk's and dc's lately. I know you have a bigger chance of an enemy afk that would intern "help you" but i still don't find it ok. There needs to be something done.
It's happend 4 times in my last 15 or so games. Haven't seen it on enemy during those, but have seen it before.
It sucks for everyone, and NO ONE AT RIOT is smart enough to figure out a solution.
Honestly, Fire these dumbasses, and hire people who have simple logic to make sure people who play this game in ranked and even regular are happy.
At least take away the LP loss if the person is AFK in the first 10 minutes and NEVER COMES BACK.

Have the LP loss hit ONLY the person who leaves so they are punished and NOT EVERYONE ELSE.

Well for starters a 4vs5 isn't a loss. You admitting you quit trying to win and just start trolling makes you lose ALL credibility in my book especially since you can win 4vs5s with the right attitude and some team work. And honestly do you think a riot employee would respond to such an unnecessarily hostile thread. If you want a red response maybe don't call them cunts.
When someone leaves, give him all of the LP loss from the entire team. If he's premade, his premade partner still loses LP. (Don't bring leavers into a match bro)
Impossible to abuse. Team flames you to try and make you leave? Mute and report. You get reported for not leaving? Implement a proper tribunal so you don't get punished and your team loses report weight instead.
Done and done.
They cannot just remove LP loss for the shorthanded team and give the full-strength team full LP gain. The LP inflation will break Ranked over time.
You could have the match give less or no LP gain/loss for anyone. But this would be unfair to enforce mid-match (and also encourages players on a losing team to bully someone into quitting.)
Riot has said they're looking into things like pausing or restarting a match if a player DCs at the loading screen. They cannot really do anything about mid-match DCs -- and before you come back with "but DOTA2...", these count as a full loss in DOTA2 as well. They only ignore the match if someone leaves right at the beginning.

Fix the DC at start problem.
It is an Easy fix. It's just a number countdown from when the person went AFK and for how long.
The servers would usally effect everyone on the match, not just pick out one person.
