Good or bad nerfs? To be or not to be viable based on nerfs?

and so on characters that were built primarily to be fighters or assassins were nerfed beyond reason. The already nerfed is getting nerfed again because people don't know how to play against her well. is being nerfed because people complain about him being slick (Which is his job) and 
just sits at the bottom of the pick rates, out of existence as if he's supposedly viable against mages (Which he isnt).
The point is, all these champions were once strong to be doing exactly what they were supposed to be doing. Assassinating or dueling, as they are assassins and fighters. But now they are nerfed to the point where tanks dominate them without help. When will this change? And when will it be a champions time to shine without being nerfed?
