Shelly Rework Idea

I hear Riot is struggling to figure out how to make the top of the map relevant again after the dragons underwent an overhaul that practically made them the focus of the entire game. I got an idea I wouldn't mind bouncing around the boards.

What if Rift Herald was controllable?

Instead of mindlessly ramming any turrets in sight in a straight line, what if you could ride and control Rift Herald how you want? Use Shelly to gank a lane that's behind and kill a fed enemy in attempt to even the playing field. Use it to try to compensate for a numbers disadvantage when fighting over Dragon. Maybe give it a "Kamikaze" option, where it just rams through everything in it's path, exploding on contact with a turret. Hell, maybe even give players the option to "consume" Shelly for a big EXP / Level boost.

I could see this implemented one of two ways.
1.) Every attack / skill is available, and selectable, like a regular champion's abilities / skills (eg. - Q is an attack, W is the "Kamikaze", E is to "consume", etc.)

1.5) You could make it so certain attacks / skills become unavailable after a certain amount of health has been lost. Either that, or the power / boost is dependent on HP. For example, "consuming" a full HP Shelly would give you the maximum EXP / Level boost, while "consuming" a 1/4 HP Shelly would give you a quarter of the boost.

2.) Rift Herald skills are dependent on which Jungle item is being used. This one I think would cause a lot of problems, because certain Junglers have to run certain jungle items, and you wouldn't really be able to choose how you want to use Shelly. LIke, if your character has to run Cinderhulk, and the Shelly skill you want was tied to Bloodrazor, that would kind of suck.

An... Interesting idea, but not a very good one.

Herald is a tower-destroying beast, if the top laner and jungler are left unattended with herald buff, they can cut a path all the way to the inhibitor before the 15 minute mark (speaking from experience here, the enemy had zero map awareness). When the enemy team goes to stop you, they leave other objectives unattended.

Herald is already strong when you get it. The problem is its ridiculously easy to solo, and even easier to 2 man it. You don't need a winning toplane to get it, you just need some vision and probably a midlaner/support to come poke that eye, and you are done. Your idea makes it much stronger when used wrong(not on a lane that enemies can't defend), but also much more complex. This will probably end with one of the junglers sneaking Herald to rush bot, win bot fight, get drake and crush the tower bot/mid, so basically nothing new
