A Smart System

So I was playing Kat and thought of a newer in game system of League. Maybe something for the future seeing how we just got a new map and whatnot. Its called... well I dont have a name for it but its gotta have something with smart in it. Smart buffs, Smart turrets etc. The blue buff for example gives extra mana/energy regen and cd, but what about the champs without mana or energy. So like if one of those champs kill the bb they get like a movement speed or something. Thats when the smart part comes in, the buff will determine what kind of champ kills it and distributes. Idk Its just an idea, not sure if there is technology for that yet. I had a concept for smart turrets but forgot.
