Make Sunfire Cape toggleable

My biggest problem is tower attacks you because SunFire hurts the enemy even if you are not attacking them.
Im under a enemy tower taking it and they walk up to me Tower starts killing me before I even attack them.
I think the better thing to do would be to decrease the jungle camps' hitboxes.
Or. OR. You could understand the uses and limitations of your items before and after you buy them. You can path around jungle creep without triggering them and if you don't want a tower to shoot you in the head don't dive under a tower you aren't able to take or a champ you can't kill. Sunfire cape is a solid item as is, and is not difficult to play around.
I wouldn't mind that at all personally. There'll be a small shake up in the ability to push and not push in laning (and turret diving) but I don't think it'd be too much.
I don't think Rito would ever go with it because they'd see it as having "no counterplay"
