How do people get ranks in solo queue?

The title says it all, how do people get ranks in solo queue? I am constantly getting put with people that quit, drunk, do not care, or do not know how to play as a team. I am not being sarcastic or over exaggerating. In the past couple of days I probably had 5+ games that people quit the game instantly, or fed and quit. Then another game was I got queued was with a bunch of drunk people that wanted to run mid and banned my champion and said it can't run mid. They all ran mid and were doing good until about 15-20mins into the game and started to die, so at exactly 20 minutes even though we were ahead, they all surrendered. I also got queued up as a jungle and I was first pick, and the last pick chose jungler and did not say anything the entire time instead of asking to switch, so it was too late to change. Well anyway, I could keep on going but it will be repetitive so I will leave it at that.

Anyone have this problem and what do you do about it? Shaclone was talking about this recently also.
