Maybe its just me but limiting people to only 3 refunds ever doesn't work. I burned all of mine within about a month of joining, while I didn't really understand everything. That was almost 2 years ago and since then I've made some high priced purchases I'm not really happy about. More refunds, or just a new refund system would be nice.
I've never really had an issue with the refunds. I went about 2 years without using any of them. I recently just used my last two refunds to return champions I had bought with IP so that I could change my summoner name while it was still available. I don't regret it, considering I really like my current summoner name and I never really used my refunds before anyways.
I could see Riot implementing a system where they give each summoner 1 refund each season, up to a maximum of X. However, I don't particularly care one way or the other.
1 extra per season, 1 every certain amount of money, anything RIOT please 
I want to be able to refund a refund. I bought Fiddle when I was a noob. Hated him. Then Refunded him. I want my refund back and Fiddle back.
