In the recent update no mention on the red key stone's passive??? You can't just delete it like dat

Ok guys, I've realized in the recent update that the red keystone that I used as a support to place words with 4 charges in my hand, is now gone, yet no mentions in the update about its passive, with reduces the active item's cd by 30%, now that is something, as I often use redemption with it to reduce the redemption's cd, and it can't be that now it's gone and without a saying like this. Am I wrong about its passive? will it come back or is it really gone?
