Leveling Queue's are a pretty broken experience

I'm leveling up with a friend, LoL's game play is compelling which is the only thing keeping me around at the moment.
Matchmaking while leveling seems pretty broken, I'm regularly getting put into games with one or two 30's on just one team.
Now this is kinda gamebreaking, I'm yet to see it end without the team with the 30's winning convincingly. This is regardless of whats happening in other lanes and the jungle. Its completely sucks the fun out of the game.
Now I linked the ONLY info I've been able to find on the systems design, its from 2009 and if anyone's got anything newer or related, I'd love to see it. However as its what I've got lets discuss.

No.1 right! Ah yes, awesome that's what I'd expect! Good stuff, people can learn to play the game without these no-fun experiences, and will stick around. BUT IT'S NOT WORKING
No. 2 Bamn! Exactly! 30's on one team, is not competitive.
I know most of the people on the boards will be 30, and wont remember low lvls, think about this,
Runes and masteries on an ADC for example add up to ~ 1 longsword + rejuve bead + faerie charm, thats 600+ gold. Your effectively starting a player with 2 kills worth of gear ahead.....
**No. 3 **Yes, makes sense nobody wants to wait forever... but I'm not noticing long queue times, everything is regular, aka 1:00-1:30 queue pops..
I'm at the point I would sink some money into this game but I just cant see myself slogging through this for 10 levels.
