Balance team needs to get to work for lower elo players

There is a vast majority of games in the lower elo part of league, which i would suspect is a large part of the community, that every always ends in a complete stomp, one team has double or more the power than another team, with no counterplay. Most of these games can easily be decided just from champion select. The recent changes to crit items and the added items completely threw off the whole system along with some strangely called out ideas such as removing banner of command??? How long was Ardent Cencer meta until Balance team finally did something to nerf it? It was a reigning item for nearly the whole season. Now this time around you decide to delete banner of command after a couple of weeks? But about the new items. They really put out the ADC's for good right? There are stupidly broken bruisers out there that need this kind of nerfing, not ADC.
