What If We......

Nerfed items on certain champs instead of as a whole, or if we nerfed abilitys against certain things instead of just straight nerfs? Lets go back in time to when Sej was pick or ban and Cinderhulk was nerfed to lower the power of Sej along with nerfs to Sej. What if Riot had made it to where Cinderhulk was only nerfed when picked by Sej? I feel like that would of kept a lot of the other tank junglers who became viable with Cinderhulk in the meta while lowering Sej's power.

Now on to the nerfs to abilitys against certain things. Awhile back they nerfed Shyavana's W to deal with her strong jungle but it also made her lane much weaker. What if they had made it to where her W only did reduced damage to Jungle or if it was only nerfed if she had Smite. Another issue I have been seeing lately is people saying Vayne's W is to strong against squishys. What if her W was nerfed against targets under a certain amount of armor but buffed or left the same against targets over that amount of armor. Tell me what you guys think.
