Wth is this man

Every 5 to 10 mins of the game theres this shit that happens that makes me lag out and not able to play the game as normally as i would. within that time everything would be delayed for example if use my q ability it waits til 4 seconds to activate and everything dosent come up asap when i use them always take so much fucking time. This is so frustrating because i lose lane and GAMES because of this shit. im so triggered rn please do something about this.
