Idea to Riot: Making balance discussion more community based!

Before I start , I don't mean that Riot has to hear about the balance ideas of the community and has to do it

My idea that player (that are already a part of league and already discussing with Rioters about topics) can share much easier thoughts and ideas before the changes hitting PBE. How does it look:

• Riot says they want to look at champ X
• players that main the champ give suggestion what could be a good thing
