What does this mean? So you are telling me I can't qss something like Zed's ultimate? I hope it still removes Fizz's ultimate... I really hope you don't go with this change.

It will now only remove debuffs, such as stuns, slows, snares, etc. Only CC, so things like Brand passive, Zed Ult, Malz DOT, won't be removed anymore.

I was about to post about this. Kind of a stupid choice since QSS was supposed to be his counterplay. Glad I just ban him every game, I guess that won't change.

Well, this sucks for any adcs that face zed, brand or other DOT champs. That basically hurts Auto attacking Marksmen more then caster marksmen which are already dominate in the meta.

So, let's see: QSS used to be a generically useful item that anyone could build, but didn't build into anything useful. So, they added Mercurial Scimitar for it to build into late-game. Kind of made the item less attractive to mages, but it was still recent in certain circumstances, e.g. to deal with: Zed Darius Malzahar Fizz.

Mercurial Scimitar was too good, since it made the item no longer situational, but instead made it just a generally good buy on ADCs regardless. Rather than trying to make Mercurial less generically good and push QSS back into an item that's situationally useful on anyone, they are removing one of its defining features and reworking it more around being a base component for Mercurial Scimitar.
