How to make Clarity better, to make the game better

First of all sorry if my grammar is bad, i am not english native and i'm still learning it, but i will try my best to make it readable. Not too long ago i was thinking about the changes of how regen works and how it's more hard now to keep our mana bar for a long time. This screwed some champ that were mana hungry, and even a few of those who weren't oom easily anyway. Since Riot won't revert the change, i was thinking about a solution for theses mages without making them broken, or like before. I found a solution, and at the same time, a tweak for our spell Clarity, to make it a good situational summoner spell pick.

summoner 13 Clarity: Restores 40% maximum mana to you and nearby allies. Cooldown: 180 What i suggest is: Clarity: Restores to yourself 50% of your missing mana. Cooldown: 90 (Maybe even 75? Dont know if 75 would be op) So it no longer affect nearby allies, reduced cooldown by half, changed to missing mana but number up a bit. Why half? Won't it be op?

I think not. Let me explain. With the new way mana regen works, Clarity was useless atm. Champions are falling oom so fast it's not noticeable, especially early when champions have low mana pool. Theses changes will let people who play mana hungry champ, or people who want to play aggressive in lane, or just if they don't want invest money in mana items, and then maybe be able to compete with some champ like Zed who can harass or farm easily with no or low-cost. They will be able to spam more their spell, then use Clarity to keep their mana up. They will still need to manage their mana, as this spell wont solve all the problem, but will give you a little help when needed. Since it would also be missing mana, even if the cooldown is low it will make the summoners better to wait to use it even if the cooldown is low for when oom as it will be more effective. It also doesn't affect ally anymore, so multiple people can't take it to just make all the team never oom by spamming it turn by turn. Not to mention that if they want the help Clarity can give to be less mana dependant, they sacrifice a room for a summoner spell like exhaust, heal, or ignite, it take one of their two summoner spell, so even if this greatly increase their mana pool by a certain extend, they still lose some agressive power like ignite, of the defensive power of exhaust, etc. I'm pretty sure it would make Clarity a popular and balanced choice to pick and would put a lot of champ viable in the meta again, like Lux, Ziggs or brand who aren't that bad even if not mobile but just fall oom so freaking easy.

I really think that is worth a shot. I'd like to see a greater variety of summoner spells used.

But how does this make it a better pick than any of the usual spells?
