Why is tank Ekko still allowed Riot?

I obviously just got rekt by one, my entire team did. Didn't matter if either mid or bot won the matchup - ekko literally just ran around taking barely any damage (even with my magic pen), and doing more damage than our fed jhin (Logic).

You know how Cass can't wear boots? Yeah, do that with Ekko please (with the 3 items of death, Sunfire, Blue Fist, and Spirit Visage).
