Lag with low ping? Eune server

So i have been having this problem with my gameplay at first i just thought it was same old lag but when i checked my ping it was 100 i was like ''wtf'' its like i kill a minion i don't see it dying his health is zero he is still moving some autos don't show up i can only see the enemy's health decreasing as i spam my mouse on them and there is a very big delay in champion select i select a champion and it keeps saying retrieving data from server and it even happens when i click the play button or when i try to logout i mean come on riot! i cant play ranked games like this!
