Bots in 3v3 solo Q matches?

Are people using bots to level accounts in 3v3 matches. atleast half of the matches I play anymore I end up having mindless bots that do nothing but feed the other team. I thought it was Riot that enabled them to play for afk players but I was just informed by someone that They were people using bots to level accounts. Is this true? If it is then wow, I guess im uninstalling. It really makes it pointless to play. I guess I could report them but we all know how effective that is. There isnt even a proper catergory in the reporting section. What in gods name can be done about it? Let me guess... absolutely nothing.
