So, i saw the Magic Hat or whatever it's called, the one that gives your ult more cdr every time it goes on cooldown. I saw this and was wondering if this goes for the champs that have the really low ult cooldowns or ults at the start of the game (like

Brutalitops011 votesFirst off, how would Jayce get back to lane faster? To my knowledge, though I may be wrong about this, he doesn't have a reset mechanic when he switches, and his ult is switching between the 2 forms.
Second, it technically wouldn't work on Quinn since her ult literally has no cooldown; she just can't cast it while in combat with champions. However, for, example, Kassadin, yes, it would work.
