Hec Should Get A Buff 6.16! - More CD on Ulti/TF Price lowered And His "E" Should Also Be Buffed!

Also lets buff ghost again and give it a 45 second CD. Also we should give hec a 65% slow on his "Q"

and a 4 second stun on his "E" if it hits a target.

Oh, also buff Trinity Force and lower the price to like 1500 and give it a on-hit effect that lets you sell your to the devil to inflict 9999.999...% magic damage on your enemies per second.

Basically just minor buffs that hopefully should come out on 6.16 that will really bring back hec into the meta. Thanks Riot : D
