In normals draft, I was just matched up with a level 11

Ok, so I just played a normals draft game. When I got there, people chose normal their respective role, but the ADC chose Garen. I said, "why are you doing Garen adc?" No response. The Yasuo said, "Garen adc isn't going to work out, you know." The Lee Sin said, "Garen bot lane is a disaster waiting to happen." So then the Garen humbly inquired with a, "SHUT UP!!!!!!!!!!" I realized this guy was probably under 10 years old and didn't know what he was doing. So when it was my turn to ban, I decided to ban Garen. When I did, he said, "OMG THAT BAN WAS ******* **** YOU STEWARTZ!!!!!!!!!!!!!!" (there was a bunch of asterisks, notifying that he was cussing me out, but LoL boards thinks that means a bold asterisk.) So then picked Ashe. I decided to pick Soraka (I was support) for an easy laning phase and to hopefully prevent him from dying. Well, as the game went on, when the enemy decided to engage, I would throw an E to stop a potential hook, and expect my adc to deal some damage to the enemy Thresh. He was back there, farming CS. When he decided to go in, the Thresh was not silenced any longer and had his hook ready. So this Ashe went as close up as he could, away from any allied minions, and started attacking. The Thresh got an easy hook, and an easy kill for the enemy. So I tried to spam my W (like most Soraka plays are) at him, but it was too early in the game for a suitable CD. That's just skimming the surface, but we managed to win because the Yasuo and the Lee got really fed and were able to take out almost everyone. The Ashe stayed at a steady 3 levels behind everyone, and would say the occasional "SHUT UPPP!!!! when we would say things like "We just lost dragon, were was the Ashe?"

TL;DR, I got matched with a really shitty ADC, and in post game, I checked and he was a level 11. I don't know why I got matched up with him, at all, and I wonder if this is due to the changes of the new queue. It's also been taking twice as long to find a match in that queue, so I wonder if Riot screwed something up.
