Rabadon's Deathcap vs. Wooglet's Witchcap

I was looking up items for my custom item set for support Morgana, when I noticed an item I hadn't seen before: Wooglet's Witchcap. It doesn't appear to be banned from Summoner's Rift. I was curious as to whether Rabadon's and Wooglet's stack with each other, considering their unique passives aren't the same. If they do indeed stack, the combined AP bonus would be 62.5%, which is COMPLETELY overpowered. Additionally, it provides the same functionality as Zhonya's Hourglass- with the 3 items combined, Morgana is unstoppable (again, assuming the AP bonus stacks). My question is: do you know if they stack, and if not, which would you choose? Rabadon's Deathcap or Wooglet's Witchcap?

item 3090 is the item 3089 variant on Crystal Scar and Twisted Treeline. Games are meant to be shorter, with smaller skirmishes compared to the Rift or Abyss. As such, to keep certain champion types as unbalanced as they are in the main game mode, Woogie was made.

Raballamadingdong is kept on the Abyss because not only is it designed as a constant team fight, but the champion type that already buys it and Zhon-yea-yea-yea are already highly effective in that mode.

Wooglet's Witchcap is only on Twisted Treeline because it combines Rabadon's Deathcap and Zhonya's Hourglass, and replaces both.

Alright, thank you guys. When looking in the item sets, Wooglet's Witchcap does not say that it's banned from Summoner's Rift. A Riot employee might want to add that in there. Thanks everyone for the help :)
