Someone explain for me Matchmaking

Hello ^^ I'm a newbie only 2 weeks player.. my summoner level is 28 and when I play normals or draft mode its only matchmaking with gold - silver - plat and ++ why is that happening anyone can explain its too hard for me to play vs old and experienced players I hope so someone tell me why

Holy crappu, lvl 27 in only 2 weeks? I remember when i had to play for like forever even to just get to lvl 25....
