No Hextech Chest on Free Rotation Champ?

So... 4/14/2016 I played Jhin on about 54 min game, and got S- rank on Jhin, Now, I do not Own him, so I played him when he was free rotation.

and this is essentially my first time playing Jhin so easy to say I have NOT gotten chest from this champ, and Since I have no Friend that I can make a Pre-made game with, I always fly solo.

So, My main question is, If you get S- rank and above on Free Rotating Champ, Are you meant to not get the chest for it? Note: I still have 2 chest that I can get, and when I hover over Champion info in my profile it indicates the highest ranking on that champ is still N/A even Though I have gotten S- rank on him

So, What I want to know is, Is it meant to not give out the Hextech Chest unless you have Bought the champ? if that is the case, it really discourages me to even play Free rotating champ at all
