garen's q interaction with energized attack items is bugged

It has been bugged since the start of season 6 and it is the bane of all Garen players. The energized attack damage is consumed before the decisive strike damage is applied.

It is a serious game-play issue because garen Q has been nerfed and he only has 1.5 seconds to burst his target, effectively making these aforementioned items core on him.
