What to do when you can't farm, and are behind?

Hey guys, so I'm a Silver player since season 4, and have only been playing since Lissandra came out, so I'm not that great at the game, but I ran into a weird issue today. Since I started getting competitive I've been working on getting better at the game, primarily focusing on farming during the laning phase, typically it turns my top lane Irelia games into I farm, trade with stun, and eventually they back or I get a kill. Usually around 15 minutes or so I have a good comfortable 20-30 cs lead on my opponent. However today, I had a game where my jungler constantly pushed my lane into their tower, their jungle was camping so I couldn't safely farm, and my lane opponent got ahead. Since I didn't want to give up free kills, but couldn't farm I started looking around the map for roam opportunities or tp ganks, only to find that all three lanes where frozen at the enemy towers, and we were all behind so couldn't really take a fair fight. I found myself at a complete loss on what to do, as I normally farm if there aren't any roam or gank opportunities or guaranteed kills around. This went on for about thirty minutes, anyone that tried to farm was killed, and eventually they just grouped and pushed through our base. Is there anything I could have done in that situation to catch up?
