League of Lag

So recently I've been lagging bad as in 2000+ ping, but just last week I was fine. I've restarted my router and modem countless times. When I load in game it's at 70 ping but when it gets to 80-90% it just goes up too 999 and in game it's at 2000. This is getting annoying. I don't know whether it's me or riot but I need to know how to fix. Any help wold be lovely. I'm in California btw. West Coast Rules!
