I know Annie is meant to be a champ for beginner's but does that mean that she has to have the ability to one shot any squishy with her combo? Her farming is already ridiculously easy and so is getting her stun, why the hell does she need so much damage on her AOE ult?????
So one thing about annie is that she is very immobile, unless flash is up. Meaning she is easily targeted and killed, especially if she gets camped. Although i agree she can 100-0 people with her combo, there are other champs who can do the same at the moment.
For example, Ekko, Riven, leblanc, fizz. and all of these champs have much more mobility than annie.

They give Veigar's stun a massive delay.
Annie's is fine though.
any squishy can be "one-shotted" by someone with decent burst I've regularly 100-0ed marksmen with Sona (both champs at the same level, +/- 1)
