Custom champion builds

Kind of like how we can have a different set of masteries for each champion, we should be able to upload or make builds for in-game use. All of the items we like to use with our play style can be put into the shop menu. This would be instead, or in addition to the suggested build page. It will make it easier for all players to buy items and speed up the process.
