Minor Veigar Buff

I used to be an avid Veigar player before the changes, but almost completely dropped him after the rework. I've recently started playing him again and the one major issue i find with him at the moment is his Q cast time. It's usually risky to try and kill a carry in a teamfight because its a fair bit harder to stun them and its risky to try and walk up and kill them. This usually leads to having to stay on the edge of the fight throwing out Q's while waiting for an opportunity to kill a damage dealer. Sometimes this leads to being chased out of the fight by a tank wand having to kite him to stay alive. Removing the Q cast time would give him an easier way to kite tankier champions and might give him another way to stay safe besides buffing his utility.
