Keep getting lvl 30 smurfs on the enemy team

Am I the only one whose been so unlucky? I keep getting freshly new accounts that are lvl 30 in my games and they carry their teams that aren't doing so well and win the game for them. I'm almost lvl 200, I don't want lvl 30 people in my games. "New players" should be put against new players, if all the new account were new players going up against each other they'll be on an even playing field. When you put them up against people who have playing the game for years, you're gonna get people who are actually new and are not in your skill lvl or are smurfing.

If I'm not mistaken, weren't they supposed to make it so that "You will be put against people that are the same skill level as you and have the same win rate" and so and so. For me that has never been the case. Sometimes I get people on my team with low win rates and are on losing streaks when I'm winning and I'm almost gaining 30 LP a win while the enemy team will be on winning streaks and mainly do well in their matches. Its a combination of smurfing and having bad teammates and its really frustrating to deal with.
