Is the scaling CDR T3 glyphs bugged?

Im i the middle of making my rune pages and when I add 6 per level CDR glyphs, it's telling me I'm at 9.7% at 18. After i noticed it I ckecked my other pages and it says the same thing. I dont think it will affect the me in game because it will probably round up. I was wondering if it was happening for anyone else. I should also add i'm on the new Beta Client
