Tooltips for everything

Basically there are a lot of tooltips in game that are helpful for new players and when things get changed to look at, that dont get updated with accurate information. an example of this is teleport right now has a channel time of 4 seconds and it says 3.5, blue buff dosent say it gives ability power per level, stuff like that. i am going to look through all of the ones i can find and add them here, if anyone finds anything else please let me know or add it here
