30 minutes cool down when not lock in.

Can Riot please reduce the time when you accidentally do something and end up didn't lock in in ranked and it give you a 30 minutes break please... It's really annoying like at least make it 15 mins or so? Sorry if you can't understand me much, I really suck at explaining...
