Why the lock on Summoner spells levels 1-10

So I guess it's just me, but I was playing with a friend of mine, me being level thirty, and he was level 3. Obviously having the advantage of runes, masteries, and the full set of summoner spells to choose from, I proceeded to ROFL stomp my lane. My buddy on the other hand, got his butt handed to him by their top laners, who had ignite, and teleport. So my whole discussion is this, why not unlock all the summoner spells for low levels, so that they can at least be on a somewhat even playing field with those who have been playing for a while? And heck, why not just unlock all the mastery trees for them as well? I just find it somewhat unfair to the newer players that they have to "wait" and get smashed because they are a lower level than some other people. That is all.

Main reason to set up level-gated content is the same reason you don't teach Calculus to kindergartners in their math class: learning doesn't work that way.

Concerning video games and teaching stuff to players: great video games don't have a painful tutorial level at the start where they try to cram all the important info down your throat, rather they gradually introduce you to new aspects of the game. Exceptional video games like Portal 2 are essentially 1 massive tutorial level where the entire game teaches you something new with each room while giving you time to adjust to it.


Granted: LoL is far from perfect when it comes to the new-player experience, but gradually spreading out info is the key reason a designer would level-gate summoner spells.
