Seriously, why do I fall off so hard with Elise?
First 15 minutes are Golden. After that, all aboard the feed train. Either I build like shit or I am just never going to master this chick.

she falls off pretty hard. They nerfed her really hard over and over and now she's never played (was tried a couple times and it performed pretty poorly).
They buffed her monster damage, which imo won't help. It's not about her monster damage... It's about her scaling being terrible compiled with moderate earlygame strength.
Her Strength is her early game assassinations to snowball the lanes, late game she's a pest. You either build her tanky or try to assassinate, but unless you're super fed, you will fall off.
