Riot doesn't really check the boards, sans a few members. I'd reach out to them using the link above. It's a ticket system, so you'll have to be patient for a response; but they'll get to you.
If you're out of refunds, there probably isn't anything you can do. There definitely isn't anything these boards can do unless some sappy rioter takes pity on you. You're better off talking to riot support.
