I mean look at Jhin he has a fixed time and do you notice how fucking sucks to have it on 2.5 sec ENTIRE GAME or how his passive movespeed is effective only midgame(or when you get IE). Yes, yes i am salty becouse i died to 10 hp Vayne(she was literaly on 10 hp i checked) becouse of Jhin's reload time and no i couldn't use abilities becouse they were on CD.
