Should be able to buy key fragments with blue essence or gain through leveling up

I personally believe that we should be able to buy key fragments with blue essence or at the very least receive them with the level up capsule. I don't know about the rest of you but ever since the loot system was implemented I have been sitting on an average of 10+ loot boxes at any given time. I have max level honor so that isn't the issue, but I just do not get many key fragments. I don't know if there is a purposeful asymmetry in the drop rate of keys and the rate at which the average person earns loot boxes, but to me, it is a glaring issue.

Honestly I wouldn't even care if they were super expensive, like 4k essence for a full key, I just have nothing else to spend my blue essence on. I'm sitting around 40k so I can't buy any of the emotes and I have, more or less, every champion that I want.

Anyway, I think this would be a huge improvement to the loot system, which current is pretty lackluster. The system can pretty much be summed up as a long wait to open something I already have.

Honour level doesn't actually impact key drops rates if you're level 2 or higher, it's reduced for less than 2 but normal for 2+ (although 3+ has a chance of getting a capsule in place of a fragment). It's just about number of games played for fragments.

I feel like different people have different issues with the hextech loot system, since the different sides have different requirements. Key fragments simply come from playing a lot, so those with busy schedules or otherwise who don't play much can find themselves not capping out on their monthly keys, so potentially have a surplus of chests. Meanwhile, chests come from getting an S grade on a champ they haven't yet earned one on during that season, so people with small champ pools or who are somewhat unskilled aren't able to cap out with 4 chests per month, so end up with a surplus of keys.

It may not be such a bad thing to allow chests and keys to be individually sold for BE (perhaps only on special occasions as in BE emporium), but selling only one side of things would feel really bad to the players who needed the other side. Then if both are being sold, some BE rich players might simply be getting to open a ton of extra chests, which might not rub riots ecommerce people the right way.

I think ideally there'd be a system that was smart and account specific, where you could buy only key fragments/chests that you 'missed', but no more than that. So if someone had a week pass when they had 4 chests available to earn, so they 'miss' a chest for that season, they'd be able to buy it for a BE premium. Similarly if someone only got say, 10 key fragments in a month, they'd be able to buy 2 more fragments for BE, but no more. That's fancy tech for the existing store UI as far as I know though, so not holding my breath, but I feel like it'd be a nice way to let people 'catch up' on what they missed, without increasing the amount of hextech loot they're potentially giving out for 'free'.
