Ranked Rune Page Requirement

To start off, I know I'm not that great at league compared to many others, but I'd like to propose an idea because of a recent match. There are obvious good players and bad players in league. I believe though in some cases it can have to do with the rune page and masteries that a player may be running. My problem is, when I joined my last ranked match our team had a Leblanc at 20 minuets with 40 farm and barely outputting any damage. Later I found that she only had incomplete tier 2 rune pages without quints. My question then being, can there be some form of restriction to ranked until a player fills out 2 pages with tier 3 runes? I know it's a lot to ask, but that really drags a team down when you have a carry lacking any power output. Thanks!
