Quite simply, because you are playing ARAM
The grade system is designed to compare your performance as that champion with other players' performances with that champion in that POSITION.
I emphasize 'position' because it is not necessarily the role that you actually play that is taken into account.
Technically, on Summoner's Rift as a support you are lumped in with everyone who plays your champion IN THE BOTTOM LANE, not everyone who plays that champion as a support. However, a large majority of players are likely to play that champion as a support when they go to the bottom lane.
For example, the community more commonly plays Karma as a support when they play in the bottom lane, so to have a score similar to the one that you described would be a good score for a support.
However, if you were to play Karma in the mid lane, you will probably have a more offensive score with higher kills than assists.
Now, there is still the off chance that someone may, and probably has, played Karma as an ADC in the bottom lane. In turn, their score is still compared to the average score of those who have played her as a support because both typically reside in the bottom lane. As a result their grade will be slightly skewed, and they will in turn .. very slightly, .. skew the results of supports to play thereafter.
But keep in mind that I have been talking about Summoner's Rift.
ARAM is played on Howling Abyss, which is very different.
It uses the same system that compares you with others who have played in your lane.
... but there is only 1 lane ...
You see the problem here?
Therefore you are still compared to the average players' performance who has played that champion, but on average, that champion is not as likely to have played as a support.
Going back to the example of Karma. She can absolutely be played as the primary magic damage dealer in ARAM, racking up a high number of kills, maybe a few deaths, and a few assists.
Playing her as a support is still very useful for her team because that is really what she is built for. There is actually a better chance of you contributing to a victory by doing so, but you are not as likely to get as high of a grade.
So to answer your overall question, yes, it is possible to obtain an S grade as a champion who is commonly known to be a support.
However, it is more common for you to get an S grade by not playing them AS a support.
