Add Fighter as Graves secondary role

I had some games recently with graves and i realized, this guy is nothing like any other adc, he is tanky, he deals burst damage rather than dps and his autos are shorter than yasuo's Q,

riot defines fighter as champions that have access to some form of disable, durability, damage and mobility, graves is pretty much the only adc that has all those attributes, so why can't he be set apart from them ?
