Add a feature in Ranked to help with trolls/afk

As a deterrent to trolls/afk, add a feature in ranked similar to the voting "surrender" option, that if the remainder of the team votes "yes" it will stop the game (as soon as vote passes, not after a certain time) and no points awarded to either side. So, in solo/duo que, if 2 players are a duo trolling team (yea that's what were dealing with in the lower ranks) then the remaining 3 players can vote & report the trolls in-game effectively ending the game with no penalty to anyone. It will deflate the reasons for trolling, which are based on "i troll, and cause my team to lose points, its funny".

I get the downside could be people losing a game and try avoid the point loss by doing this. So, make it once it passes the affected teams side, have the enemy team confirm with at least 2 more votes that a troll/afk is in the game, plus game can be saved and sent for review as proof. Then make it so any abuses of this system (i.e. were losing lets vote the troll button and not lose LP) if a report is seen as a false flag, then double the points are subtracted.
