Riot changes the game for high elo and does not care about low elo?

So lets see i was plat last season in KR and i moved to NA for a reason. I bought a bronze account about 4 years ago cause i wanted to play with my friends in state. So i tried out ranked and man what a disaster. I played top camille and my adc here lucian decides to die like 12 times in 15min then do goof stuff. Thats not all sup does the same crap mid land does not know what his doing. Jg was okay i guess. Climbing is pretty hard for skilled players who cant have a right teamate. I still won the game but here is the score camille 8/4, zed, 4/10, trynadmere 3/8, lucian 2/ 15, brand 5/ 12. I know people make mistakes but this is out off hand. I believe that riot changes the game so it fits the higer elo people then those in gold and lower. I think they do not care what the low elo have to say. In kr sever people are banned immediately if they troll or ruin other peoples game. So i bought a Korean bronze account to test out the theory that league it self did not care of low elo. I was wrong korean sever had evenly matched skilled play. Lets say the games i played where fair but of course i was smurfing but played at their level. It seemed fair so is riot planning to make low elo people stay in low elo?
