would you also like to ban off-meta picks as trolls? how about tops who dont take summoner 12 ? in fact, lets just disable all champions who werent picked or banned in the last worlds, and lock all their builds, build order, masteries, runes, and summoner spells.

people are allowed to build what they want. just because someone buys an item you don't think is optimal doesn't mean they're trolling.
