So about the changes to baron, why do the Siege minions out range the towers, and deal increased damage to them? i mean its an 1050 range on the empowered siege, but a towers range is 800, this doesn't seem very balanced just because they out range and take a tower safely with their team to cover it in a siege
That's kind of the point. It's meant to allow you to siege against teams that would otherwise turtle against you.
That is the point. Baron Nashor causes a forced defense. Ignoring it results in a loss potentially an entire lane or more. If you respond however, it can be quite easy to deal with if you can kill the champions. However, if the enemy team is INCREDIBLY AHEAD AND CANNOT BE KILLED, then it is an extremely effective way to kill off a lot of towers and inhibitors.
Baron buff is created to finish quickly a game after you do it.
I don't want to get into the statistics and the technicalities of the new buff, but I played a match earlier today where the enemy team secured 3 barons in a row (with us securing the last one, late-game) and we still beat them in team fights. Mind you, we were also behind in objectives and team gold.

They had an advantage over us all game and we beat them in some important team fights (or they would get caught out).
The game did last for 58 minutes though. It was a grueling match, but we pulled out ahead because we would either wait until baron wore off, or find good openings in team fights and take advantage of it.
Does Hand of Baron affect Voidlings?
Baron buff would also make a single man splitpush absolutely insane. You could get both the elixir and the baron buff, and the towers will be decimated.
